Ripple National Trust Bank (RNTB) has received final approval from the US Office of the Comptroller of the Currency (OCC).
As a result, it will support RLUSD, Ripple’s dollar stablecoin, under federal rules.
The OCC first gave its approval with conditions in December 2025. This final decision therefore closes that process.
Under its plan, RNTB will manage RLUSD’s reserves and keep them apart from other funds.
In addition, it will act as trustee of these reserves for holders. Once open, the bank may also offer fiduciary custody for digital assets.
Meanwhile, Standard Custody & Trust Company will still issue RLUSD. New York’s Department of Financial Services (NYDFS) supervises this Ripple unit. In this way, RNTB adds a federal layer to that state oversight.

“A national trust charter gives us an even stronger foundation for RLUSD and the institutional products we’re building across payments, custody and capital markets,”
said Brad Garlinghouse, CEO at Ripple.
Ripple launched RLUSD in December 2024. Since then, its market value has grown to US$2.5 billion, the company says.
The firm uses it across its payments network. It also serves as collateral within Ripple Prime.
BNY acts as the main reserve custodian. Each month, an independent firm checks the token’s supply and reserves.
Ripple then publishes these findings. According to the company, dollar deposits, US government securities and other cash equivalents back RLUSD.
Finally, Ripple said it will keep working with the OCC, NYDFS and other regulators. This work will continue as RNTB begins operating and while US officials put the GENIUS Act in place.
